JustSystems and Allocation Solutions Bring XBRL to the Public Sector
State of Oregon Leverages XBRL Standard without Added Costs, Risk, Complexity

State of Oregon Controller’s Division to successfully prepare regulatory filings using the XBRL standard. Details of the project were revealed at the
18th XBRL International Conference taking place in Washington, D.C. on October 15–16.
The project was the brainchild of the AGA (Association of Government Accountants), a proponent of the XBRL initiative — and its possible uses in the public sector — for some time. To that end, AGA commissioned a
research project to study the benefits of developing and using the XBRL taxonomy to tag data and produce Comprehensive Annual Financial Reports (CAFR).
“During the course of our project, the team went to ‘render’ the reports for reviewing purposes in the prescribed Oregon report format only to find that there were no XBRL rendering applications available on the market for the project team to use with our multi-dimensional data,” said John J. Radford, state controller of State of Oregon. “Fortunately, JustSystems and Allocation Solutions had the tools we needed, and we were able to complete our project smoothly and successfully.”
JustSystems’ xfy XBRL viewer and the Allocation Solutions DataXchanger software solutions allow the State of Oregon Controller’s Office to leverage XBRL without added costs, risks, and complexity. The DataXchanger software delivers, maps, and tags the XBRL data creating the report while the JustSystems viewer fills the rendering gap — producing Oregon CAFR reports in the desired presentation and format.

“The U.S. Securities and Exchange Commission recently voted unanimously to propose a rule requiring companies to file financial statements in an ‘interactive data’ format by as early as next year, so XBRL should be a priority for the public sector right now,” said Diane Mueller, vice president, XBRL development for JustSystems. “Our work with Allocation Solutions on the State of Oregon project has demonstrated that XBRL has great potential to deliver improved information access and near real-time financial analysis for public sector organizations.”
